Walking & Biking

Specially trained uniformed security officers from the Division of Public Safety are available 24 hours a day, 365 days a year, between 30th and 43rd Streets and Market Street to Baltimore Avenue. Escorts are available from 10:00 a.m. to 3:00 a.m. between 30th and 50th and Spring Garden Street to Woodland Avenue. You can view a map of the Walking Escort Program boundaries on the home page.

How to Request a Walking Escort

  • Ask any Public Safety Officer on Patrol
  • Call (215) 898-WALK/9255 or 511 from a campus phone
  • Use one of the many building and blue-light phones located on and off Penn's campus.

The Penn Bike Commuter Expense Reimbursement Program offers bicycle commuting expenses to qualified faculty, staff, and Postdoctoral Researchers and Fellows for any out-of-pocket eligible expenses up to $240 annually. Unlike a flexible spending account, reimbursement comes directly from the University and is considered taxable income by the Internal Revenue Service.

Expense categories that the University will reimburse are bike purchases; maintenance, improvements, and bike accessories; parking and commercial storage costs; and safety gear. Purchases such as membership and program fees along with clothing and apparel are not considered allowable expenses.

Funding for this program is provided by the Division of Business Services in support of the University’s Climate Action Plan.

Follow the steps below to enroll in the program.

Step 1.

Confirm your eligibility. Participants must:

  • Be full-time, benefits-eligible faculty or staff, or Postdoctoral Researchers and Fellows;
  • Commute by bicycle to and from Penn greater than 50% of the time in a qualified bike commuting month;
  • Not participate in any of Penn’s other commuter transit or parking programs; and
  • Register the bike with the Division of Public Safety

Download Eligibility Form

All program participants are required to complete the Eligibility Form, which will be available for download January 1, 2024. Do not use previous versions of the form as they are invalid and will cause a delay in the reimbursement process.

Step 3.

Submit Your Claims

Claims from Tax Year 2023 may be submitted from January 1 until February 29, 2024.  Concur, the University’s expense management system, will be leveraged to support the overall process. Bike commuters are encouraged to access Concur at any time throughout this tax year to upload their receipts of eligible expenses.

Bike Safety

All State of Pennsylvania and City of Philadelphia biking laws apply on campus and throughout the City. In addition, there are some specific bicycle policies that help ensure a safe campus. Click on the button in the blue box below to access Penn's Bicycle Policy.

Please note that bicycles must be walked on campus pedestrian pathways between 8:30 a.m. and 5:30 p.m., Monday through Friday.  Signs are posted in areas where this policy applies. Bicycles must be walked at all times, over the Class of 1949 (Locust Walk over 38th St.) Bridge and the three pedestrian bridges accessing Penn Park.

It is illegal to ride on the sidewalk if you are over the age of 12.

Whenever it is possible, use designated bicycle lanes.  Please see links below for maps:

  • Philadelphia Bicycle Network - The City of Philadelphia is developing a city-wide network of "bike friendly" streets to serve bicyclists as part of a comprehensive program, which gives full recognition to the bicycle as a viable mode of transportation. One mechanism for achieving this is through our $3.7 million, federally funded Bicycle Network Plan.

Bike Share Available on Penn's Campus

The Indego Bike Share program is an integrated system featuring over 600 self-service bicycles and 70 bike-share stations throughout Philadelphia. You can purchase a monthly pass or pay per trip.

Penn has six stations on campus:

  • 36th and Sansom Streets;
  • 40th and Spruce Streets;
  • 34th and Spruce;
  • 34th and Chestnut;
  • 3800 Spruce (Rosenthal Building);and
  • Near the Penn Medicine Station Regional Rail Station.

Penn’s Sustainable Transportation Initiative was launched in 2010 in support of the University’s Climate and Sustainability Action Plan’s goal of lowering Penn's carbon footprint. The focus of this initiative is developing and expanding sustainable commuting options for members of the Penn community, including enhancing the programs and services provided to those who commute by bike. The Department of Transportation and Parking and its University partners have implemented over a dozen programs or service enhancements designed to make bike commuting, safer, easier, and more affordable. Bike and Property Registration

  • By registering your property, your registration sticker will serve as a visual deterrent and increase the chances of recovery should your bike ever be lost or stolen.
  • Registration sticker(s) must be picked up at Division of Public Safety, 4040 Chestnut St.
  • To register, click on the appropriate box below. (Students-After you login to Campus Express, go to My Property.) Note to Faculty and Staff: participants in the Bike Commuter Expense Reimbursement Program MUST register your bike.
