Contracting at Penn is overseen by Purchasing Services and its Strategic Sourcing team. Per University policy, all purchasing contracts must be executed (signed) by authorized individuals in Purchasing Services. With this responsibility, the team also helps Schools and Centers develop and negotiate contracts where appropriate. In doing so, Purchasing Services cooperates with partner functions including, but not limited to, the Office of General Counsel, the Office of Risk Management, the Office of Information Security, the Office of Audit Compliance & Privacy, and the Office of Research Services, to ensure that the University is properly mitigating risk and safeguarding assets.
Strategic Sourcing is a term for strategically leveraging spend to compete, negotiate, and implement optimal supply solutions. Whether through a centrally led sourcing initiative, or in support of a School/Center's specific sourcing needs, Purchasing Services' Strategic Sourcing team manages a variety of strategic initiatives on an ongoing basis.
Penn's Strategic Sourcing team is organized to align industry expertise to specific areas of spend. Those spend areas include: IT and Office Supplies, Research & Life Sciences, Print and Interactive Communications, Events and Professional Services, Independent Contractors and Facilities and Operations.
