Sandra Ardis, Director of Communications and Special Projects

As Director, Communications and Special Projects, Sandra oversees the strategic development and execution of communications supporting Division areas, which include purchasing, parking, transit, mail services, ice rink, home ownership services, campus hotels, children’s center and the Morris Arboretum.  In addition, special communications projects encompass the introduction of the Penn Travel Card to faculty and staff.as well as the benchmarking and development of the annual report. Doug Berger; Executive Director of Business Services

Doug’s accomplishments during his tenure at Penn include maintaining a residential occupancy rate of 99% for over 10 years, development of financial strategies to facilitate renovations to over 70% of residential facilities, and the successful development of a robust conference and events operation. Dining innovations include the 2011 opening of McClelland café in the University Quadrangle, making residential dining newly available to the Quad’s 1500 residents. Other strategic initiatives include a recent realignment of functions across all business units to consolidate service delivery, and to position resources in each unit to efficiently address critical and day to day operational needs, utilizing staff talents and knowledge most effectively in the service of students, faculty and staff customers.   These achievements demonstrate his ability to respond to the dynamics of his constituents and market forces. Bruce Friedman, Executive Director, Fiscal Operations

Bruce Friedman is responsible for the effective and efficient stewardship of resources created through Business Services operating activities.  In an operating capacity he also provides oversight to Home Ownership Services, the Morris Arboretum and the Campus Hotels.

Mr. Friedman came to the University of Pennsylvania’s School of Dental Medicine in 2014 after over twenty years in the private sector.  Bruce’s prior experience included three years as Chief Financial Officer of CSMI, a charter school management company located in Chester, PA. Bruce also served as vice president & corporate controller for Nobel Learning Communities, Inc. (2006-2011), a leading provider of preschool and K-12 education. Prior posts included financial leadership positions at Exelon Corporation and  Verizon, Inc. that included  financial planning and analysis, accounting operations and financial and operational audits.  Read More....

Barbara Lea-Kruger, Director of Communications and External Relations

As director of Communications and External Relations, Barbara directs strategic communications and messaging for the Division’s departments. She manages the relationship with internal and external media and oversees the Division’s web presence, including social media and Campus Express, the University’s on boarding site for freshman students. She coordinates with students groups such as the Undergraduate Assembly, the Graduate and Professional Students Association and provides leadership for communications of University-wide initiatives such as the Penn Sustainability,  the Travel and Expense Management Project and Shop Penn. Brian Manthe, Director of Business Services

Brian Manthe has responsibility for Parking, Transit, Ice Rink and Mail Services. His responsibilities encompass short- and long- term planning in addition to developing and implementing departmental policies, procedures and guidelines. Additionally, he participates in University-wide initiatives, committees and teams such as the Climate Action Plan, while serving as the primary liaison with regional industry leaders in transit; parking; local, city and state planning; and corporate partners.

Prior to joining BSD in 2011, he worked as the Business Manager, Mental Health Services Division at the Veterans Medical Center and served as the Commanding Officer and Director of Naval Science departments at the University of Pennsylvania and Villanova University. He retired from the United States Marine Corp after 30 years of active service, achieving the rank of Colonel.

Brian earned a BA in economics from the University of Virginia, received an MS in administration from Central Michigan University and an MA in national security and strategic studies from the Naval War College.

Carolyn McIntyre, Director of Human Resources

Carolyn is responsible for leadership of the Human Resources function in Business Services, working closely with specialist colleagues from the central Human Resources Division. She also has oversight of the Penn Children’s Center.

Carolyn has more than 15 years experience in Human Resources Management, primarily in the Higher Education sector. She joined Penn in September 2011 from the University of New South Wales in Sydney, Australia where she was Senior HR Manager with responsibility for the HR Service Delivery and Recruitment teams.  Prior to Carolyn’s 9 years at UNSW, she managed human resources for a child care center organization with 21 centers across several states in Australia, and for Grace Brothers Department Stores in Sydney.  Carolyn has a bachelor’s degree with a major in Psychology from the University of Sydney and a Master’s in HR Management from UNSW.  She lives in Philadelphia with her family.

Mark Mills; Executive Director, Purchasing Services

As the University of Pennsylvania's Executive Director of Purchasing Services, Mark Mills oversees approximately $1 billion in University spend.  Mark's team performs a variety of services on behalf of Penn, ranging from strategic sourcing, supplier management, procure-to-pay systems management, travel services, and payment card administration. In performing these services, Mark and his team are driven by core goals that address service excellence, cost containment, economic inclusion and sustainability. Read More...

Magida Phillips; Senior Director, Information Technology

Magida responsible for the oversight, direction and leadership of all aspects related to technology and systems infrastructure for the Division.  She is also accountable for the comprehensive management of all divisional technical operations, including oversight of the Division’s IT Support team, project managers, third-party vendor relationships, and other BSD IT managerial staff.

An alumna of the University, Magida is a familiar face among the University’s IT circles.  She began her career at Penn in 1986 and has held increasing positions of responsibility within the Division of Information Systems and Computing (ISC). Read More...
