Changes to Parking Permits

If you have a hangtag, you may change your car information online  at www.upenn.edu/parking. You may also send an email to parking@upenn.edu, call 215-898-8667 or visit the Office of Parking & Commuter Services at 3401 Walnut Street, Suite 447A during business hours (Monday - Friday from 8:30 a.m. to 5:00 p.m.).

Refunds are given for office-approved and proven transactions.

For Payroll Refunds - Parking refunds can be issued for payroll deductions received beyond a cancellation date. All credentials (Hangtags, AVIs, Cardkeys) must be turned in and parking cancelled in order to receive refund consideration. If under extreme circumstances credentials are not able to be hand-delivered, they should be mailed immediately to the Parking & Commuter Services Office. You are responsible for any credentials lost through mailing. Refunds will be calculated from a date after cancellation was completed and for any incorrect deductions. Please note: Arrears (parking deductions taken while on leave) are only eligible for refund if:

  • Parking was cancelled correctly, as mentioned above.
  • Under extenuating circumstances, parking credentials were mailed for cancellation and parking was not utilized at anytime during the dates you are claiming a refund. One use is still considered use and will forfeit all refund consideration.
  • A letter or email from your supervisor stating the days that you were out of work (necessary for placement back into assigned lot or garage).

No refunds will be given for parking accounts improperly cancelled.

If you are making parking payments through payroll deduction, please return your hangtag and garage access card and or AVI to the Parking Office and your parking deduction, via payroll, will be cancelled.  There are no refunds to be issued as parking is not prorated.

If you paid for your parking by credit card, a prorated refund will be processed based on the date you return your hangtag and access card. Your prorated refund will be processed to your credit card based on the date you return your hangtag and access card. A minimum of one month must be paid; refunds are not prorated for less than a month.

Yearly renewal is no longer necessary. Faculty and staff will receive continual payroll deductions until initiating permit cancellation by returning your hangtag and all garage access to the Parking Office.
