I currently pay for my monthly parking via payroll deduction; however, I often ride my bike to work. May I claim bike commuter expenses as well?

No. Employees may not participate in more than one commuter program at a time.  As part of Penn’s process, bike commuter program participants will be asked to certify that they are not participating in other Penn commuter programs such as public transit, carpool, vanpool, or parking.
