Penn encourages the use of public transportation. To assist commuters who choose to use public transportation, Penn offers discounted options and pretax benefits through these programs: the Commuter Pass Program (COMPASS), TransitChek®, Commuter Check Card Prepaid MasterCard®, PATCO Freedom Pass and N.J. Transit. All programs are available to full-time University faculty and staff who are not participating in the parking permit program.
How To Take Advantage of Penn's Commuter Options
You can sign up for your commuter passes on line (www.upenn.edu/penncommuter) through ADP. ADP is a leader in spending account services and currently manages Penn’s health benefits.
Once you enroll your transit pass or transitcheks® will be automatically sent to the address you designate in the online system. You can access and manage your account through the secure ADP Spending Account website. Once you set up your pass or transitcheks® as a recurring process – then you only need to go online for changes. Your eligible parking expenses as a commuter can be added to your Commuter Program, under the Parking Option via a payroll pre-tax deduction! Offerings differ from station to station depending on how the parking lot is operated (SEPTA, Eden Corporation or other parking lots).

Specific Transit Options
Penn has negotiated an agreement with the Southeastern Pennsylvania Transportation Authority (SEPTA) to provide TransPasses and TrailPasses at a 10% discount (5% subsidy from the University and 5% from SEPTA) through payroll deduction to full-time faculty and staff. Both of these programs are pre-taxed up to $255. per month.

Commuter Check Card Prepaid MasterCard®¹
Use this new Prepaid MasterCard accepted at Transit Agencies, fare vending machines and designated transit retail centers that sell transit passes, tickets, fare cards, and SEPTA tokens and accept Debit MasterCard® for payment. The Commuter Check Card offers the security of electronic funding—no longer relying on USPS mail. Penn offers a 5% subsidy through payroll deduction (pre-tax up to $255 per month) to full-time faculty and staff for the Prepaid MasterCard. Penn offers a 5% subsidy through payroll deduction (pre-tax up to $255 per month) to full-time faculty and staff who purchase TransitCheks®. TransitChek® vouchers look like a personal check with a pre-printed amount. They come in denominations of $15, $30, $35, and $65. Up to $130 worth of TransitCheks® may be purchased through payroll deduction on a pre-tax basis. The following regional transit providers participate in the TransitChek® program: SEPTA, DART, N.J. Transit, Amtrak and PATCO.
PATCO Freedom Pass
Penn offers a 5% subsidy through payroll deduction (pre-tax up to $255 per month) to full-time faculty and staff who participate in the PATCO Freedom Pass Program.
